The Security Industry Alarm Coalition (SIAC) will undergo a leadership transition starting January 2025.
Founding Executive Director Stan Martin will assume emeritus status, and Steve Keefer, currently serving as assistant executive director, will step into the role as the organization’s second executive director. After a successful career in law enforcement, Keefer retired, having risen through the ranks to become Chief of Police in Sparks, Nevada. Following his retirement in 2013, he joined SIAC, where he served as the West Coast National Law Enforcement Liaison. Keefer is a graduate of St. John’s University and the FBI National Academy.
“Steve has been an incredible partner during our work together,” said Martin. “I am confident in SIAC’s future under his leadership and his ability to build on the relationships and expertise SIAC has developed over the past 22 years.”I appreciate the trust that the SIAC board has placed in me and look forward to the challenges our industry will face in the future,” said Keefer. “Stan’s ability to build relationships across all levels of law enforcement will be invaluable as we look to the future.”
The Electronic Security Association (ESA) recently recognized Martin’s decades of service and leadership by establishing the Stan Martin Excellence in Advocacy Award. In 1989, he received the Sara E. Jackson Memorial Award, presented annually by ESA to a committee chairperson who displays outstanding leadership. In 1990, he was recognized as the Morris F. Weinstock Person of the Year, the association’s most prestigious honor.
“Stan Martin has provided insightful leadership with the highest levels of integrity in his role at SIAC,” said Tim Creenan, chairman, SIAC. “Stan is highly respected within our industry as well as in law enforcement, where he has worked closely with the International Association of Chiefs of Police and the National Sheriffs’ Association to promote effective alarm management policies nationwide. Thanks to Stan’s tireless work, prestigious public safety organizations have endorsed the model ordinance and opposed verified response as the best way to regulate the industry on the local level.”
Creenan continued, “The fact that more than 1,000 public safety agencies have implemented a version of the model alarm ordinance and only a handful have implemented verified response is a tribute to Stan’s leadership and integrity.”
Since 1994, he has led a national effort to reduce unnecessary alarm dispatches, first by leading programs like Model Cities and Model States to develop best practices for law enforcement, and then for the last 22 years as the Executive Director of the Security Industry Alarm Coalition. Martin was also recently named a lifetime member of the California Alarm Association in honor of his long service to the industry.

“I have been blessed to serve with so many of the great leaders in our industry and law enforcement,” said Martin. “I am proud of what we have accomplished together and look forward to watching SIAC’s continued success under Steve’s leadership.
Martin says he will continue to assist SIAC as needed but hopes to spend more time with his wife Marti, his daughter and son-in-law, and a new grandchild.
